The Government wants to unify its 20 territorial offices in a new building in the old TGN prison

The Generalitat de Catalunya recovers the project to unify all its territorial headquarters in a single building. This was stated yesterday to the Diari by the delegate of the Government in Camp de Tarragona, Teresa Pallarès (Junts per Catalunya), who pointed out that the priority of the regional administration will be to locate its twenty service addresses in a new building that would rise on the site where the old prison is, which at the end of the year will be empty with the entry into operation of the new Center Penitenciari Obert (CPO).

«I am ambitious and, furthermore, I am tired of Tarragona being in the queue. It is time to bet on improving the service offered to citizens, as well as the working conditions of the Generalitat’s own officials”, indicates the highest representative of the Government in the Tarragona counties, who on Radio Ciutat de Tarragona valued the “central location and optimal connectivity” offered by the facility that, until the end of 2015, housed some 200 prisoners who were later transferred to Mas d’Enric (El Catllar).

At the moment, the Government Delegation already has a first analysis of the characteristics that it will need for the future property. This must have “between 28,000 and 30,000 square meters” to serve the 900 workers from territorial offices that the public corporation has. The next step will be to carry out the general study of needs, which Pallarès emphasizes that “I will fight to have it included in the 2023 budget.” At the moment, the delegate still does not dare to set a specific timetable for the execution of the project, although she does assure that this will be “one of the priorities of the legislature” after the idea has been parked for almost a decade. «We are the second delegation in terms of budget and workers, but some of our offices do not offer the conditions they should have.

We are the image of the Generalitat in Tarragona, and we must live up to it and optimize the resources we have. In Girona and Ebre the unification has already been done, and now is the time for Tarragona. I will square before Patrimoni and Vice-presidency for it, ”indicates the delegate.
According to the first calculations made by the regional technicians, the cost of the current dispersion is about 3.5 million euros a year “between rents, security, water and energy services”, according to the highest representative in Tarragona of the cabinet of President Pere Aragonès .

Sale of public buildings?
One of the keys to the administrative process will be the removal of the property from the old prison, since it is protected as Bé Cultural d’Interès Local (BCIL) according to the Catàleg de Béns a Protegir. Work of the architect Francesc Monravà in 1942, it is a “very solid space, made almost entirely of crushed stone”, which “occupies a very large space despite the fact that its dedication has been changing”, as indicated in the justification that qualifies as a local good. “We see no problem in uncataloging it, we talked about it with Patrimoni”, says Pallarès, who stresses the need to “go hand in hand with the City Council” to specify the location, uses and urban changes that are necessary to finalize the operation with the new POUM.

Although the budget for the work is still unknown, what the Government delegate is already clear about is that “it will be necessary to carry out some financial and urban planning operation” to pay for it. In this sense, Pallarès points out that several of the properties currently occupied by the public administration throughout the city “are owned by the Generalitat itself.” For this reason, one of the options that is on the table is to sell some of these buildings, “such as the Delegation or Ensenyament that we have on Sant Francesc Street”, to obtain resources.

From the Generalitat de Catalunya it is emphasized that the future property must have “a new philosophy”, far from the coldness of now. «We do not want just a building, but a space with green areas and with more meeting rooms than offices and individual tables, more after the Covid has promoted teleworking. The model to follow is the Administrative District of the Free Trade Zone”, adds the Reus politician. In this sense, the Management Council of the territorial representatives of the Government in Camp de Tarragona was already held in these dependencies last March.
